The letter didn't break down first time takers or American test takers, but it did say that of the 779 who took it, 628 passed.

So that's a pass rate of 80.6%. Or a fail rate of 19.4%, however you want to look at it.

Replied by on topic ABOS Part I pass rates
This is from the ABOS Newsletter - 2010 version.

The passing rate for United States and Canadian medical school graduate first time examinees was 94% and for international medical student graduates taking the exam for the first time was 92.9%. Of those examinees repeating the exam, the passing rate for United States and Canadian medical school graduates was 51.8%; for international medical student graduates, 29.6%.

These newsletters are available online - sometimes easier to find than others. Google the following:

abos president's report filetype:pdf

The newsletter is a fascinating read, but the Part I section is mostly filled with gobbledy-gook which sounds high-minded, but probably serves to justify the likely obscene amounts of money spent on test "psychometrics", etc.

Replied by on topic That's from 2009
johnlocke, you do realize that the newsletter you quoted was from April 2010, right?

So those data are for the 2009 test, not the most recent test.

Or just Google "ABOS newsletter", which is quite easy to find actually. It's the first one that come up...
