Dear Dr Levine,

I am an IMG in the process of applying for fellowships. My question relates to state licensure.

I have completed Step 3 (Connecticut board). However, I notice that some programs require a permanent license for fellowship applicants. I know that passing Step 3 does not make one eligible for state licensure. Does this mean that such programs are closed to IMGs?

Unfortunately, due to varying state, federal, and even hospital guidelines you must be very proactive and check with the individual programs in which you are interested.

For example, 3 years ago Columbia made a decision to no longer accept H-1B visas so all incoming residents and fellows must have a J-1 type visa. This differs amongst all the hospitals even within New York City.
