PGY Surgery two-fellowship trained looking for residency.

Iam a PGY 1 prelim in Gen Surgery, an IMG who did two 1-year fellowships in orthopaedics to stay in Orthopedics and to improve my credentials.
I did 1 yr. OTA- accredited Orthopedic Trauma fellowship at University of Louisville and 1 yr. ACGME- accredited Adult Reconstructive Surgery fellowship at University of Chicago.
I am US citizen, All USMLE including Step 3 passed and I am holding valid indefinetely ECFMG certificate. I will be happy to provide potential interviewers with letters of recommendations from leaders in US orthopedics I did my fellowships with as well as from orthopedic surgeons I personally worked with before I started my fellowships. I am experienced both surgically and in research. The reason why I want to go through the residency is that I am not BE and therefore can not sit for the ABOS.
I am very interested to get interviews this year and will be highly appreciative if you can PM me. I am looking for PGY-2 and also willing to repeat internship if unable to find PGY-2 position.

I too have completed 2 fellowships in ophthalmology .I would like to know if fellowship is a substitute for pgy1 or not ?
