this is from nrmp. sounds like rol dates are due the same day. i think programs submitted ealier in the past.

Quota Change Deadline.
Programs must submit final information on quotas and withdrawals.
February 26, 2003
Rank Order List Deadline.
The R3 System closes at 11:59 pm Eastern Standard Time (EST). NRMP must receive certified applicant and program Rank Order Lists and any other information pertinent to the Match by this date and time.
March 17, 2003 Matched and Unmatched information on applicants posted to the Web at 12:00 noon EST. March 18, 2003
Filled and Unfilled results for individual programs posted to the Web at 11:30 am EST.
Locations of all unfilled positions are released to applicants and programs at 12:00 noon EST. Unmatched applicants may begin contacting unfilled programs at 12:00 noon EST.
March 20, 2003 Match results for applicants are posted on the NRMP Web site at 1:00 p.m. EST. March 21-
April 21, 2003 Hospitals send letters of appointment to matched applicants who then must sign and return the letters of appointment.
