Some do require that you have taken this but others do not. I'm not sure how many do. If you do very well on Step 1 you will likely find many programs interested in you, that will not need Step 2. If you have a middling Step 1, my advise would be to take Step 2 and be sure to make an effort to improve your score. That's what I did and it helped me match. Good luck!
