do people generally do this or does it seem awkward? given that the program invites them to come, of course.

So far it has seemed like the significant other usually doesn't come. I don't think it really matters to the residents or faculty whether they get to know your better half or not because they won't be working with them. You just need to decide amongst yourselves. Just make sure that you are free to mingle and be relaxed since that is the whole point of the dinner.
