If a program has not downloaded your dean's letter by now...is that pretty much a rejection????

I am sure it varies from place to place....but using this logic I would say that that is not a rule.....my home program has not dl my deans letter and I am pretty sure that thay arent gonna reject me.....thats just my 2 cents///
