Phone calls from fellowship directors to applicants offering a spot or an actual match through sf match?

Prior to this year, both occurred. This year the match fell apart and programs & applicants alike, scrambled. Supposedly next year 100% compliance with the match will be mandated by NASS and anyone who goes outside the match, applicant or program, will be suspended from NASS. No membership, no national meeting, no presentation of research, etc, etc, etc.
